What Is a Civil Ceremony?
A civil ceremony is a non-religious, legally-binding marriage performed by a Birmingham City Council registrar. It is the only way to be legally married in England without holding a religious ceremony in a separately-licensed religious building. Key facts:
- Officiated by a registrar from Birmingham Register Office
- Held in a venue licensed by Birmingham City Council
- Two witnesses must be present (over 18)
- No religious content (no Quran, no Bible, no prayers, no hymns)
- Lasts 15–25 minutes
- Marriage certificate signed and registered the same day

10-hour booking. 200 guests. The most logically efficient way to do a Muslim wedding in the UK.

How the Day Typically Flows
For a civil ceremony + reception day at LUXE VENUE:
- 1:30pm: Registrar arrives, separate meeting with bride and groom (10 mins each, asked the legal questions)
- 2:00pm: Guests seated for ceremony
- 2:15pm: Ceremony begins — vows, ring exchange, signing of register
- 2:45pm: Ceremony ends, marriage certificate signed
- 3:00pm: Drinks reception while room is reset
- 4:00pm: Dinner service or Nikah ceremony begins
- 7:00pm: Reception entertainment
- 11:30pm: Closing
How to Book a Birmingham Registrar
You must contact Birmingham Register Office separately for the registrar. Here's the process:
- Give Notice of Marriage at Birmingham Register Office (both partners must attend in person, with ID and proof of address) — minimum 29 days before the wedding date
- Pay the £92 notice fee
- Book the registrar to attend at LUXE VENUE — £400 venue-visit fee plus £83 ceremony fee
- Confirm the date and time with our coordinator so we coordinate room setup
Total registrar costs: £575–£650. This is paid to Birmingham Council, not to us.
Civil Ceremony Decor and Setup
Civil ceremony rules are very specific about what can and can't appear in the ceremony room:
- ✅ Floral arrangements, candles (battery-operated)
- ✅ Photographs of the couple
- ✅ Secular readings, secular music
- ❌ No religious symbols visible during ceremony (cross, crescent, OM, etc.)
- ❌ No religious music or readings
- ❌ No prayer or religious blessing during the ceremony itself
If you want a religious element (Nikah, Hindu rituals, etc.) it must happen AFTER the civil ceremony, in a separate flow. We handle the room reset between segments.
